Lompoc Valley Chamber – Our Story

Established in 1903, the Lompoc Valley Chamber of Commerce and Visitors Bureau has been an integral part of shaping the history and development of our community. Steeped in a rich legacy, our forefathers demonstrated remarkable foresight in an era when Chambers of Commerce primarily focused on retail sales. Recognizing the interconnectedness of business success and community well-being, our founders understood that prosperity would flourish only when businesses and the community worked hand in hand.

In a visionary move, the collaborators who laid the foundation for our Chamber realized the need to develop facilities that would make Lompoc the ideal place to live. This forward-thinking approach laid the groundwork for our enduring commitment to community development.

In a pivotal moment during the February 1998 Board of Directors meeting, the organization underwent a significant transformation. To better reflect the evolving nature of business and to embrace new economic opportunities, the name was changed to the Lompoc Valley Chamber of Commerce and Visitors Bureau. This change not only acknowledged the vital role of visitors in our community but also opened doors to innovative visitor-related programs, enhancing economic prospects for all.

Today, the guiding philosophy established by our forefathers remains the bedrock of our organization. The Lompoc Valley Chamber of Commerce and Visitors Bureau actively engages with the community in numerous ways. From job creation and support for economic development to nurturing education, the arts, and leadership programs, we continue to be a driving force for positive change.

Michael Carroll

Michael Carroll is the branch manager of the Lompoc Union Bank and has worked in that capacity for ten years. Michael has been a resident of Lompoc since 1989 and has served on the Chamber Board for five years. Michael had previously served on the Chamber’s executive board and did a two-year stint as the president of the chamber board. Outside of the Chamber, Michael serves as a director on the board for the Foundation for Allan Hancock College and has been the president of the Lompoc Valley Club for the past four years. When not stuck at work, Michael enjoys the local wine scene as well as the occasional round of golf.

Caitlin Boyle

Originally from San Luis Obispo, Caitlin began her career in retail management, working for some of the country’s most well-known brands in top urban retail markets including Beverly Hills and Santa Monica. In 2012, she and her husband moved to Lompoc and opened CrossFit Ohana. Both her retail and fitness industry experiences provided her the opportunity to hone her discipline and skill with people, processes, teamwork, and strategy in fast-paced, customer service focused environments.

Her strength as a REALTOR® is her unique ability to listen and understand her clients’ needs in order to bring people together, matching buyers and sellers on the central coast, a thriving wine, beach, and art community she’s known her entire life. That geographic expertise paired with her approach has allowed her to be agile in matching a strategy with a market, create solutions calmly under pressure, and grow value for all parties. 

As a Military Relocation Professional (MRP), Caitlin works regularly with active duty servicemen and servicewomen or veterans.

For Caitlin, her success in real estate is about impact beyond sales. She is a strong stand for putting people first, practicing an ethical and moral approach, and finding common ground that allows relationships to thrive. Her negotiation skills are second to none. 

Caitlin is an athlete, hiker, and yogi, artist and certified Life Coach; most importantly, she’s mom to a wonderful daughter and the family’s Bernedoodles, Henry and Archie.

Co-Founder and Chief Chick of Dare 2 Dream Farms, bringing backyard chickens to the California coast, and fresh vegetables to Northern Santa Barbara County. Chair of the Santa Barbara County Food Action Network, and Vice Chair of the Route 1 Farmer’s Market Board of Directors. Passionate about regenerative farming, local food systems, and an approach to sustainability.

Justin Charbonneau
Justin CharbonneauBoard Member / Temperance Cellars

Justin Charbonneau was born in Santa Barbara County in 1981. His family moved to Lompoc in 1987 the day before he started Kindergarten. His dad was a Lineman for Southern California Edison and his mom was a Stay-at-Home Housewife who raised Justin and his 3 sisters. Justin played local youth sports, took piano lessons, and was involved with the Performing Arts at Lompoc High as well as playing Varsity Football under Head Coach Luken. After graduating from Lompoc High in 2000, Justin attended Allan Hancock College while holding menial part time jobs at Blockbuster, A.J. Spurs, and the California State Parks System. Justin transferred to UCSB in the Fall of 2005 where he Majored in Music and Minored in History. He graduated from UCSB in the Spring of 2008 and began working for local school districts as a Substitute Teacher. However he soon found his calling in life and began working for a local winery, Dascomb Cellars. Justin started making his own wine in 2012 and a few years later obtained all the necessary paperwork to start his own business, Temperance Cellars. Justin named his wine label after hometown’s humble history as a Temperance Colony and it remains the only time he has ever used his History degree in a professional capacity. Justin is married to his High School sweetheart and they have 2 beautiful children aged 2yrs old and 3months old. He is a devoted husband, father, son, brother, and businessman.

Hi, my name is Luis Castaneda and I have been a Lompoc resident the Majority of my life. I am a father to 4 wonderful boys who mean the world to me. The Lompoc Valley of Chamber of Commerce has always had a reputation for making a positive impact in our community which is what motivated me to join the team. I look forward to making a difference and being apart of the Chamber.
Steve Popkin
Steve PopkinBoard Member / Lompoc Valley Medical Center

I got my first taste of the Central Coast when I moved from Southern California to Lompoc in February of 2019 to take the position of CEO of Lompoc Valley Medical Center. I have been in the hospital and healthcare business for more than 36 years, the last 21 as CEO of various California hospitals. I enjoy serving the wonderful Lompoc community through organizations such as Lompoc YMCA, Lompoc Valley Community Healthcare Organization, and Allan Hancock College. I firmly believe that when a community’s business sector thrives, so do all sectors of that community. I am looking forward to working with the Chamber to help create creative and synergistic partnerships, to the benefit of all.

Johnny Hudson
Johnny HudsonBoard Member / Retired- Federal Government

Johnny Hudson is a Retired Federal Employee who worked for the Federal Prisons in Lompoc for 25 years. During his employment at the Lompoc Prisons system, Mr. Hudson worked as a Correctional Counselor and was the Union President for AFGE 4048 for 20 years. Prior to his employment at the Federal Prisons System, Mr. Hudson served his country in United Army for eight years. Mr. Hudson is currently serving his community as a member of the Public Safety Commission. Mr. Hudson continues to assist federal employees with various labor issues in his spare time.

Timothy Harrington
Timothy HarringtonBoard Member / Terralink Consulting, FUTURE for Lompoc Youth

After graduating from California Polytechnic University, San Luis Obispo, Tim Harrington went on to earn his MBA in Management at Golden Gate University, San Francisco. Since then, he has served in multiple capacities throughout Santa Barbara County. As a member of the Lompoc Valley YMCA Finance Committee, the Alan Hancock College Foundation Board of Directors and Scholarship Committee Chairperson, Olive Grove Charter School Board of Directors, Lompoc Community Education Foundation Board of Directors, Lompoc Valley Chamber of Commerce Board of Directors, Lompoc Economic Development Committee member, and a co-founder of Future for Lompoc Youth Program. He also has an extensive background in business, with experience at Raytheon, Hughes Aircraft, and the Small Business Development Center Program and has taught at the University of La Verne (off-campus program) as an Adjunct Professor.

DeVika StallingPresident & CEO

DeVika Stalling Lompoc Valley Chamber CEO is a Lompoc Native-born & bred in our great city. Prior to assuming her role at The Chamber, she served as Director at The Lompoc Boys & Girls Club, where she was employed for over 14 years. DeVika diligently serves the Lompoc Community as a youth advocate, providing a safe & supportive space for thousands of Lompoc youth as well as serving in various other community organizations. DeVika currently serves as Board Chair for True Vine Bible Fellowship, Vice President & Co-Founder of Future for Lompoc Youth as well as Community Program Coordinator for Channel Islands Lompoc YMCA. She is a single mother of one daughter who is in her senior year at Lompoc High School. She has embraced the motto of “Service to others is the rent you pay for your room here on earth.” DeVika is excited about her journey with The Chamber and serving her community in many facets.

Mayra Soto
Mayra SotoCommunications Director

Mayra Soto is the Communications/Program Director with the Lompoc Valley Chamber of Commerce and new to the Chamber world. She is a Lompoc native. Prior to working for the Chamber of Commerce she worked for the City of Lompoc in Community Development Department. She also worked for the Lompoc Boys & Girls Club as the Assistant Director. Mayra has an Associates Degree in Criminal Justice and is also a local licensed Realtor. Mayra is excited to be back working in the non-profit world and is even more excited to continue serving her Lompoc Community. Her mantra is “Growth is growth, no matter how big or small.”
